What is billable utilization?

This billable utilization calculator helps you find the percentage of available working hours spent on billable work.

Billable utilization is the percentage of available working hours allocated to billable client work. It helps agencies and consultants compare client delivery time with their practical capacity.

Define your denominator

This tool subtracts entered leave and holidays from scheduled hours. Administration, training, and sales remain within available hours as nonbillable work. Other organizations may define utilization differently.

How to use the utilization calculator

Choose a week, month, or another consistent period. Enter scheduled hours for the person or team, leave included in that schedule, actual billable hours, and a target percentage.

Use consistent time records

Do not mix one employee’s billable hours with the whole team’s capacity. If scheduled hours already exclude leave, enter zero for leave rather than subtracting it again.

Step-by-step planning checklist

  1. Select one person or team and one reporting period.
  2. Enter scheduled hours, subtract leave only if it is already included, and add billable hours from the same time records.
  3. Choose a target appropriate to the role mix.
  4. Review the gap alongside nonbillable responsibilities, pricing, and collection performance rather than treating utilization as profit.

Utilization formula and example

A person scheduled for 160 hours with 8 hours of leave has 152 available hours. If 100 hours are billable, utilization is 65.79%. At a 70% target, the planned billable workload is 106.4 hours, leaving a 6.4-hour gap.

Available hours = scheduled hours − leave and holidays. Utilization = billable hours ÷ available hours × 100. Target billable hours = available hours × target utilization.

Read the remaining hours carefully

The 52 hours not recorded as billable may include essential internal work. They are not automatically idle hours or hours that can be sold.

What your utilization result means

Compare the result with your own service model and workload expectations. A gap can reflect weak demand, project delays, or necessary internal work. High utilization can also leave too little room for sales, development, and management.

Utilization is not profitability

A busy team can still lose money on underpriced work. Use the agency hourly rate and project profitability calculators alongside this tool. It does not measure invoice collection or write-offs.

Frequently asked questions

What is a good billable utilization rate?

There is no universal target. Delivery staff, managers, and business-development roles have different responsibilities and realistic billable capacity.

Use role-specific targets where responsibilities differ. An account lead with management duties should not automatically be compared with a full-time delivery specialist.

Should I subtract holidays?

Subtract holidays only when they are included in your scheduled-hours input. The aim is to avoid counting leave as available working time.

If your scheduled hours already exclude holidays, do not subtract them again. The same principle applies to vacation and other paid leave.

Can utilization exceed 100%?

It can indicate overtime or inconsistent records. This tool asks you to revise scheduled hours to include actual overtime rather than accept billable hours above available hours.

Check whether overtime is missing from scheduled hours or leave has been deducted twice. Correcting the time base is more useful than accepting an unexplained percentage above 100%.

Does billable mean invoiced?

Use a consistent definition. This tool measures time recorded as billable; it does not verify that the time was invoiced or collected.

Written-off hours or fixed-fee work can create differences between recorded billable time and collected revenue. Review those differences separately.

Can I calculate team utilization?

Yes. Sum scheduled hours, leave, and billable hours across the same team and period. This gives an hours-weighted team utilization rate.

For example, combine each person’s hours before dividing, rather than averaging individual percentages. That gives more weight to people with more available hours.
